I belive gutters are not aligned properly anymore causing water to overflow at multiple places. Gutters have been cleaned multiple times but under medium to heavy falls water overflows rather than flowing thru downpipes. We have identified two such locations where water overflows.

After having another look at the photos you supplied, definitely looks like a couple of brackets have failed. It
tends to bulge out and becomes the low point for water...
